Commuter Services Update - October 5, 2009
MEMORANDUM

RE: Commuter Services Update
For those who have been waiting for us to start online permit sales, please don't wait any longer. The online component of the program is still being worked on, and at this point we have no idea when it will be ready. No one is more disappointed about this than I, as it would have helped us immensely in reducing the long lines in our front office.
If you park at the meters on Agate Street in front of the Knight Law School, be advised that on Saturday, October 3, 2009, the meter override stickers on those meters will be removed. The contract with the city is expiring on Friday and we are not renewing the rental of those meters. The 22 meters at that location will revert to regular pay status. To mitigate that loss, we have contracted for parking on Columbia and Moss Streets, between 17th and 19th Avenues, with a valid UO student/faculty/staff parking permit. In the past, we have contracted only for those spaces on Moss Street between 15th and 17th Avenues and on 17th Avenue between Moss and Agate Streets. There are 70 spaces on each street, for a total of 140 spaces. City of Eugene parking enforcement officers will issue warnings at the Agate Street meters on October 5, 6, and 7, 2009, for parking at an expired meter. They will begin issuing citations for an expired meter on October 8, 2009. This agreement with the city adds 239 spaces to our campus parking inventory.
Those who requested a reserved parking space, please be advised: many of the applications we have received have been incomplete. As a result, I am sending e-mails to those of you who have not stated the required justification to receive a reserved space, but have simply written, "same as last year" or "same as in the past." Unless the justification meets the criteria as stated by the Oregon Administrative Rules, and is verified by a Dean or Department Head, the request will be denied. The OAR justification for a reserved space states:
(4) Reserved Parking Spaces (assigned only on the basis of need for official University business):
(a) Applications must be submitted yearly by individuals requesting spaces;
(b) Verification of need must be provided by individual's department head;
Regular reserved spaces are available to faculty or staff whose jobs required them to routinely leave campus at least once a day, or five times in a week, on two or more days. These spots must be paid for by the faculty or staff member, and must be justified with a description of the basis of need on the back of the form. The reserved space application must be reviewed and signed by a dean or department head, verifying the statement of justification. The space will be reserved Monday through Friday, 7 a.m. to 6 p.m., unless otherwise specified.
I want to thank everyone for helping with move-in. There were no vehicles parked on 15th Avenue on Thursday, September 24, 2009, as was requested. As busy as it was, it was a very successful move-in.
There have been delays in both our processing all the parking permits and with getting them out to you expeditiously. As a result, we will be issuing warnings only for NO PERMIT DISPLAYED for the week of October 5, 2009. We will start enforcement on the week of October 12, 2009.
